 Who Was There?
Robert Webb lies dead in his own driveway 1:12 am, July 4, 2006,
killed by members of the Raleigh Co Sheriff's Dept after Amy
Smith, a neighbor, called the Sheriff's Dept's administrative line
to request a cruiser to just drive by because she had earlier heard
Rob shooting a pistol at his house and wanted to complain but
remain anonymous.
This photo shows measurements of the location of Rob’s truck,
Rob’s body and the line of fire from the deputies weapons.
Rob had lived at 251 Cabell Heights Road in Beckley, WV for 14 years.
His house was situated less than 3 miles from the Beckley courthouse
and less than 1 mile from the newly appointed Chief Deputy, Steve
Tanner. On the night of July 3rd, Deputy John Hajash had went on road
patrol duty at 11pm and had stopped to talk to another deputy, Gregory
Kade, who was working a special detail at a hotel construction site, when
he was dispatched at 12:54 a.m. to 251 Cabell Heights Road.
Deputy Kade decided to accompany Deputy Hajash to the scene.
There were two travel routes to choose from to get to Rob's house;
a 2.16 mile route using Harper Park Drive
or a 5.79 mile route using Interstate 77.

Both deputies testified that they were unfamiliar with Harper Park Dr and
took the longer route.  

They drove 5.79 miles, parked their vehicles and walked 1/3 mile while
stopping twice to call for directions from 911. They stopped to observe
him walking peacefully in his driveway but continued their pursuit. The
911 transcription states the call for man down was made at 1:12 a.m., 18
minutes after dispatch.

The 911 report also indicates that Deputy James Bare took a call to
go to Glen Daniels at 12:53 a.m., and also that Deputy Hajash called
Deputy Bare to ask if he was coming to that scene. Deputy Bare replied
that he had a call to respond to at Glen Daniels.
Deputy Bare was the first to arrive followed closely by the ambulance
which arrived at 1:21 a.m. How could Deputy Bare be at Glen Daniels at
1:11 a.m. and at Cabell Heights Road at 1:20 a.m.
